Cotonou is the seat of government and Porto-Novo is the capital, and both sit at the eastern end of the Dahomey Gap where the coast takes around 1,200 mm in two seasons — more than Accra, less than the forest coasts either side. North of the Ouémé valley the year collapses into one Sahelian season, and by Kandi the harmattan dominates half the calendar. Benin's flooding is mostly riverine rather than pluvial: the Ouémé and Niger both peak weeks after the rain that caused it fell somewhere upstream.
